Official 45436.
FastStone Image Viewer starts up really slow due to heavy usage of those two
apis, debuglog gets spammed with hundreds of these two:

(ntoskrnl/fsrtl/filelock.c:180) FsRtlFastUnlockSingle() is stubplemented!
(ntoskrnl/fsrtl/filelock.c:82) FsRtlPrivateLock() is stubplemented!
