Description:
For reproducing this problem I:
1) extracted cabview.dll from Windows Server 2003 SP2 [https://download.microsoft.com/download/5/f/1/5f104409-2736-48ef-82e1-692ec3da020b/WindowsServer2003-KB914961-SP2-x86-ENU.exe]

to the %SystemRoot%\system32 directory;
2) executed
{code:java}regsvr32 cabview.dll{code}
3) rebooted.

Cabview can't open any cabinet archive(s) by double clicking on the file, or from context menu -> "Open". Also it doesn't open from "Open with..." and "Open in tree" menu items. It opens only from "Search" item from the cab file's context menu. And after opening the archive, the file icons doesn't displays ([^opening.log]).
Also it can't extract/copy the files from cab archive. After trying to do this, nothing happens ([^extracting_copying.log]).
For example, I used %SystemRoot%\vgafonts.cab from the standard ReactOS delivery.
Tested with gc89a190 (0.4.9-dev-827).
